Civilians testify to Halliburton fraud, coercion

The Democratic Party held a public committee, aired on C-SPAN 3, at which former civilian employees based in or administering operations in Iraq, testified to specific instances of waste, fraud, and other abuses and irregularities by Halliburton and its subsidiary Kellogg, Brown and Root (KBR).

Allegations of fraud by Halliburton, specifically with regard to its operations in Iraq, have persisted since before the Iraq War. The associations between U.S. Vice President Dick Cheney and Halliburton, have been the basis for repeated speculation over possible political improprieties and business profiteering from the war.

Among the senators and representatives present at the hearing were Byron Dorgan (presiding), Henry Waxman, Frank Lautenberg, and Mark Dayton.

Among those testifying were Bunny Greenhouse, former Chief Contracting Officer of the U.S. Army Corps of Engineers, Rory Mayberry, former Food Program Manager for Halliburton subsidiary, and Allan Waller, of the Lloyd-Owen International security and operations firm.

Greenhouse, who provided the bulk of testimony, spoke for several minutes about her involvement in the evaluation and crafting of government Army contracts, and how explaining how superiors undermined and dismissed her concerns of illegal business practices. “Ultimately my main concern was the repeated insistence that the Rio contract be awarded to KBR without competitive bidding,” Greenhouse said. She testified to have been given misinformation in answer to her complaints, and being “overtly misled” by KBR managers.

Mayberry, still in Iraq, testified by video from questions prepared by the committee. He said that KBR routinely sold expired food rations to the Army. The interviewer asked, “Are you saying that Halliburton deliberately falsified the number of meals they prepared and then submitted false claims for reimbursement and that they did this to make up for past amounts auditors had disallowed?” Mayberry firmly answered “Yes.” He said that serving expired food ration was “an everyday occurrence, sometimes every meal.” He explained that Halliburton systematically overcharged for the number of meals as well, saying, “they were charging for 20,000 meals and they were only serving 10,000 meals.” Dorgan later commented, “obviously there’s no honor here, by a company that would serve outdated food to our troops in Iraq.”

Mayberry also claimed would-be whistleblowers were threatened “to be sent to Falluja” and other “places under fire” if they talked to media or governmental oversight officials. In 2003 and 2004, Falluja had been well known as dangerous for foreign troops and civilians. “I personally was sent to Falluja for three weeks. The manager told me that I was being sent away until the auditors were gone, because I had talked to the auditors,” Mayberry said.

“The threat of being sent to a camp under fire was their way of keeping us quiet. The employees who talked to auditors were sent to camps under more fire than other camps, and Anaconda.” This report led Dorgan and others to voice considerable outrage that U.S. citizens would be personally threatened with harm for talking to oversight officials or media.

Allan Waller testified to specific examples of how KBR officials had conspired in blocking Lloyd-Owen fuel transports, and using other coercive means against its competitor. The British Lloyd-Owen has a direct contract with the Iraq government to provide fuel to various parts of the country.

In his introductory remarks, Dorgan explained that Senate Republicans had blocked or ignored any requests by Democrats to have a formal bipartisan hearing, resulting in the need for an independent committee.

UN: 4.8 million Ethiopians in need of food aid

The United Nations has estimated that about 4.8 million people in Ethiopia will need 529,148 tons of emergency food aid worth approximately US$270 million in the first half of next year.

“Despite the collaborative efforts of the government and humanitarian partners to address ongoing humanitarian challenges in Ethiopia, humanitarian needs are expected to remain,” read a statement on the UN official website.

The UN’s figure has decreased a bit from January’s numbers, which suggested that 4.9 million people were in need of food aid in the country. In August, the UN’s estimate went up to 6.2 million.

Ethiopia’s current food crisis has been primarily caused by prolonged, heavy droughts, which have ruined crops, as well as higher food prices.

Curfew in Haryana as protesters demand reservation for Jat quota

A growing number of cities in the Indian state Haryana have been under curfew since Friday. At least eight people are reported dead, with government offices, property, dozens of buses, and eight railway stations burned after protests over job quotas for the Jat caste turned violent in several cities including Rohtak, Bhiwani, and Jhajjar. Reportedly some protesters broke into an armory in Rohtak, stealing arms and ammunition.

I appeal to all my fellow Haryanvis to maintain law & order in the State, and ensure that harmony is maintained in society.

Shoot-at-sight was ordered for Rohtak, Bhiwani, Sonipat, Panipat, Jhajjar, Jind and Hisar. Shops, hotels, and restaurants were set afire by protesters. Thirteen national army columns were called, and helicopters were used to reach various places in the state. Internet was disabled in affected districts, and the state government ordered blocks of all social networking websites.

Chief Minister Manohar Lal Khattar held a meeting to decide if Jats should also gain the reservation rights for government jobs and colleges by classifying them under Other Backwards Castes.

Burning of stations and uprooting of tracks affected 810 scheduled trains, according to The Indian Express. Police said protesters torched Finance Minister Captain Abhimanyu’s house. The state might face water crises. Central Board of Secondary Education (CBSE) was to hold the Haryana Central Teacher Eligibility Test today, but cited “administrative difficulties” for suspending it.

Back in 2014, the UPA government appealed for a Jat quota which was rejected by the Supreme Court. This morning, Manohar Khattar tweeted “I appeal to all my fellow Haryanvis to maintain law & order in the State, and ensure that harmony is maintained in society.”

Last year, similar protest took place in Gujarat as Patels protested for reservation led by Hardik Patel.

Accidental email brings product placement agency under fire

An email accidentally sent to Jeff Crouse of the Anti-Advertising Agency recently brought the controversial techniques of the advertising firm Kluger Agency under fire.

“I’m writing because we feel you may be a good company to participate in a brand integration campaign within the actual lyrics of one of the worlds most famous recording artists upcoming song/album,” the email read, offering to place Jeff Crouse‘s fake brand, Double Happiness Jeans, into the songs of popular artists. It was posted on his blog along with a reply that mocked Kluger and brought ridicule and criticism against Adam Kugler and his agency. According to Crouse, Kluger emailed him once again to claim it had been an automated email, and later requested that Crouse remove the post and comments criticizing himself and his agency, threatening a $150,000 lawsuit against Crouse for defamation.

Kluger Agency is known for advertising brands like Abercrombie & Fitch, Mercedes-Benz, and Nike by inserting the brand names in the songs of popular artists like Mariah Carey, Black Eyed Peas, Fall Out Boy, Pink, Lady GaGa and Ludacris. Kluger, founded in 2006, represents over 170 corporations and focuses on well-known record labels.

Kluger and his PR team have come forward defending the advertising techniques, stating that they do not have songs made just for the products in question and do not infringe on artistic integrity. “Now, we don’t want an artist to write a song specifically to promote a brand, we just feel that if it’s a product that’s admired by the artist and fits his/her image, we now have the capability of leveling out the playing field and making things financially beneficial for all parties involved,” he was quoted saying to Wired.

However, the agency’s website shows video examples of its product placement, with brand images and names often being repeated, pointed at, praised, or being the basis of the song. The website also advertises that “a successful ‘brand-dropping’ campaign will imprint [the] brand name and product into your market’s subconscious”.

European Union emerges from recession

The European Union has emerged from its worst recession since World War II, with the announcement on Friday that the region posted a modest growth in the third quarter. Despite the news, some EU economies including Spain and the United Kingdom are still struggling.

Both the European Union as a whole and the sixteen EU countries sharing the euro currency (the “eurozone”) posted positive growth, at 0.2 percent and 0.4 percent, respectively. This follows five consecutive quarters of negative growth. The data was published by the European statistical agency Eurostat and announced by the European Commission in Brussels.

Two of Europe’s biggest economies, France and Germany, helped drive the overall growth. French Finance Minister Christine Lagarde announced the French economy had grown 0.3 percent in the third quarter, and predicted it would enter 2010 with its old momentum.

In an interview on French radio, Lagarde said the fact the French economy had posted two successive quarters of positive growth showed it was turning around. She also noted that the labour market had only shed 5,000 jobs in the last quarter, far fewer than at the beginning of the year. Speaking from Singapore, Lagarde predicted Asia would drive the world economic recovery — but she also said it was important to continue government economic stimulus measures through 2010.

Germany’s economy grew 0.7 percent in the third quarter and Italy and the Netherlands also posted an upturn. Lithuania recorded the biggest growth — up 6 percent in the third quarter.

However the economies of both Spain and the United Kingdom shrunk in the same quarter. The UK’s Office for National Statistics initially estimated a fall of 0.4 percent in British output, though this could be revised. Britain had widely been expected to show growth in the third quarter. Eurostat figures also showed that unemployment in Europe overall rose to 9.7 percent in September — the highest in 20 years.

Some economists believe that growth in Europe and the United States may slow or even reverse in 2010, in a so called “double-dip”. Howard Archer of IHS Global Insight warned that the end of some government stimulus such as car scrappage schemes could cause a “loss of momentum”. Dominique Strauss-Kahn, head of the IMF, disagreed, predicting in a statement from Singapore that 2010 would be a global “year of recovery”.

French fishing vessels have blockaded the English Channel ports of Calais, Bolougne, and Dunkirk.

Not a boat will go in nor out

The protest is an industrial action over tighter fishing quotas imposed by the European Union, with French fishing unions asking for their government to provide financial assistance or take a tougher line. CFTC Fishermans Union spokesman Bruno Dachicourt told Agence France Presse: “There are easily twenty boats blocking the port of Boulogne-sur-Mer in organized ranks. Not a boat will go in nor out.”

The fishermen are protesting the lowering of European Union quotas on fishing, which place a ceiling on the amount of fish that the fishermen of each member country are allowed to catch and sell. The EU has lowered quotas in response to concerns about the sustainability of fisheries, but each drop in quota reduces the amount of work each fishing vessel can do. “The feeble amount of the quota obliges us to close the fishing zones three months after the beginning of the catch”, said Stéphane Pinto, spokesman for the CFDT trade union group representing fishermen in Boulogne.

Ferry sailings between Dover in the United Kingdom and Calais were suspended, with UK authorities implementing the Operation Stack management plan in response. Under the plan sections of the M20 motorway are closed to traffic and used as a managed lorry park. Motorists have been advised to seek alternative routes if possible. Most cars and passengers from the P&O Calais-Dover sailings at 16.10 (apparently the first sailing affected), 17.40 and 18.25 left on the “Pride of Dover” at 11.47 arriving Dover at 12.30. Two SeaFrance ferries, Renoir and another, left slightly earlier.

Fishermen have also used fires and roadblocks to interfere with access to the ports by road.

The blockades come eight days after a similar incident in the Mediterranean, when French fishermen in Marseille, Ajaccio, Toulon and other port cities interfered with oil tanker movements and blockaded ports throughout the south of the country.

Wikinews is unaware of any official statement from the British or French Governments in response to the blockade.

Chicago city inspectors closed the landmark Lithuanian restaurant Healthy Food on Thursday, after finding mouse feces on the meat slicer and cutting board, and a dead mouse in the cooler.

The restaurant has operated at 3236 S. Halsted, on the south side of the city in the Bridgeport neighborhood, since the 1930s.

Wikinews reporter David Vasquez placed a call to the restaurant to inquire if they were open. The call was answered by a woman who said, “No, we’re closed. There’s some technical difficulties. I’m sorry. Thank you for calling.” A second phone could be heard ringing in the background.

Streets and Sanitation spokesman Matt Smith told the Chicago Sun-Times, “To reopen, they’re going to have to present us with a revamped game plan for not only rodent control but also housekeeping, they’ll have to make all the corrections that our inspectors point out,” he continued, “and pass a very stringent follow-up inspection.”

Patrons have praised the restaurant’s sauerkraut soup and other dishes over the years. Before it was closed, the restaurant had a lot of traffic from the nearby Cook County Circuit Court. The restaurant was once voted “Best Ethnic Eastern European Restaurant in Chicago”, according to New City.

United States Senator Larry Craig (R-ID) is announcing on September 1 that he will resign his post, effective September 30. Craig was involved in a scandal where he allegedly propositioned another man for sex in a bathroom at a Minneapolis airport. Craig has previously claimed he was “in the bathroom for its intended purpose.” The senator said in a news conference that “I am not gay. I have never have been gay,” and that he “pleaded guilty to a lesser charge in the hopes that it would go away.” This comes just before the Republican National Convention would have called on Craig to resign.
