Hezbollah network Al-Manar available to wider international audience

Thaicom, a Thai satellite company has begun airing Hezbollah network Al-Manar, much to Israel’s discontent. Al-Manar now can be viewed in Asia, Australia, Africa, the Middle East, and most of Europe, a blow to Israel who is trying to fight Hezbollah. Many fear this will increase support and recruiting for Hezbollah, which the United States, Israel and some other countries consider a terrorist organization. Thaicom considers Al-Manar programming as “news and entertainment.”

Al-Manar was designated a ‘terrorist entity’, and banned by the United States in December 2004. It has also been banned by France and Spain, and has run into some service and license problems abroad, making it unavailable in the Netherlands, South America and Canada while it has not officially been banned in any of these regions.

The station was launched by Hezbollah in 1991 with the help of Iranian funds. By 2004, Al Manar was estimated to hold 10-15 million viewers daily worldwide. Critics claim al-Manar’s agenda is influenced by Iran by virtue of the “significant portion” of Hezbollah’s budget shortfall that is covered by Iran, via some of the “US$100 and $200 million a year” Iran provides to Hezbollah itself. Al-Manar officials strongly deny this, saying they are subsidized by the Hezbollah party and donations from other Muslims, not by Iran. Al-Manar calls itself the “Station of the Resistance” (qanat al-muqawama) and is a key player in what Hezbollah calls its “psychological warfare against the Zionist enemy”

“It’s a war. Al-Manar is Hezbollah’s main communication tool, through which it spreads anti-Israeli, anti-Semitic, and anti-American incitement. It spreads Hezbollah and Iranian values of radical Islam,” Dr. Reuven Erlich said. Erlich is the head of the Terrorism Information Center in Herzliya, Israel. He added that the fact that Al-Manar can now be seen in south-east Asia, means that Indonesia and Malaysia, two countries with a large Muslim population, are open to its messages of hatred.

Thaicom said it is considering its response and will only offer a formal reaction over the weekend adding the decision to transmit Al-Manar broadcasts was a “purely business decision, which had nothing to do with politics.”

2008 Taipei International Book Exhibition Preview: An exposition with different cultures

The 2008 Taipei International Book Exhibition (TIBE 2008), organized by the Taipei Book Fair Foundation (TBFF), will start tomorrow and end next Monday (Feb. 18) at the Taipei World Trade Center in Hall 1 & 3 and in the Taipei Show (TWTC Hall 2). Before the opening of the main show, the TIBE changed significantly.

Since the Preview Exhibition was held in 1992 in Jhonghe City, Taipei County with the “History of books in China” theme, the preview exhibition wasn’t eventually held before the main show every year.

This pre-main-show exhibition style was replaced by a consuming battle between bookstores from actual to virtual (via Internet) and reading festivals from municipal libraries in Taiwan that the Ministry of Education of the Republic of China promoted. But in 2008, after the TBFF was regrouped last year, the preview exhibition finally returned on Feb 2 & 3 with the “Book Market” and “Arts and Crafts” in the Huashan Culture Park, Taipei. With the preview exhibition, the reading population is expected to expand rapidly and widely in Taiwan.

To gather on different cultures, the TBFF not only arranged a variety of seminars from book-cover designing, changes of publishing industry, publishing style, and strategies from global publishing industry, but also invited executives from the publishing industry worldwide such as Michel Le Bris, Gilles Lapouge, Shaun Tan, Markus Zusak, Tony Wheeler, and Maruen Wheeler and executives from the Frankfurt Book Fair.

Apart from seminars and executives, the Stiftung Buchkunst (Book Art Foundation) will showcase several awarded books from “Giant of Japanese Design” and some book design awards in the “Most Beautiful Book Designing” pavilion. Two book design awards by TBEE named the “2008 TIBE Prize” and “2008 Golden Butterfly Award” will be successively announced on Feb 13 & 14.

Not only on book-designing and pavilions, even though Australia was named as the main international pavilion, the TBFF chose the opening movie “What My Eyes Have Seen” from France and a closing movie named The Edge of Heaven from Germany, those selected movies including the opening and closing ones will be screened at the movie pavilion. The Travel Literature Pavilion will show a different style varied from the 2007 Taipei International Travel Fair, not only just about traveling but also mixed with cultures and literature.

Blow out sales prices likely on mattresses as new U.S. fire-resistant standards take effect

If you are in the market for new bedding, and not too concerned with the new United States guidelines for mattress fire resistance, now might be a good time to buy. Mattresses sold in the U.S. must meet new federal guidelines for flammability starting on July 1.

The peak heat release rate is limited to 200 kW during a 30 minute test. The total heat release is limited to 15 MJ within the first 10 minutes.”

The flammability of mattress sets sold in the U.S. is subject to a new mandatory federal regulation requirement passed by the Consumer Product Safety Commission (CPSC) on February 16 last year. The requirement, costing mattress manufacturers an estimated $100 million to meet, is scheduled to take effect on July 1. The commission anticipates that the new standards will save 270 lives and 1,330 injuries per year from mattress fires.

“We’ve passed a new open flame regulation and the whole idea behind the regulation is to make sure that if a mattress catches on fire that the fire burns slowly enough that people have enough time to get out of the house and get away,” said Hal Stratton, chairman of the CPSC

Radio and TV advertising spots are reacting to the new regulation by discounting prices on mattresses that fail to meet the new guidelines. Sales made in the mattress industry, like the automobile industry, are highly negotiable on price. The new regulation does not appear to have much “teeth” for mattresses already in the distribution pipeline, but it is a new law that is a bargaining position for potential buyers.

Computer professionals celebrate 10th birthday of A.L.I.C.E.

More than 50 programmers, scientists, students, hobbyists and fans of the A.L.I.C.E. chat robot gathered in Guildford, U.K. on Friday to celebrate the tenth birthday of the award winning A.I. On hand was the founder the Loebner Prize, an annual Turing Test, designed to pick out the world’s most human computer according to an experiment laid out by the famous British mathematician Alan Turing more then 50 years ago. Along with A.L.I.C.E.’s chief programmer Dr. Richard S. Wallace, two other Loebner prize winners, Robby Garner and this year’s winner, Rollo Carpenter, also gave presentations, as did other finalists.

The University of Surrey venue was chosen, according to Dr. Wallace, not only because it was outside the U.S. (A.L.I.C.E.’s birthday fell on the Thanksgiving Day weekend holiday there, so he expected few people would attend a conference in America), but also because of its recently erected statue of Alan Turing, who posed the famous A. I. experiment which inspired much of the work on bots like A.L.I.C.E. Dr. Wallace gave a keynote address outlining the history of A.L.I.C.E. and AIML. Many people commented on the fact the he seemed to have moved around a lot in the last ten years, having lived in New York, Pennsylvania, San Francisco, Maine, Amsterdam and Philadelphia, while working on the Alicebot project. The A.L.I.C.E. and AIML software is popular among chat robot enthusiats primarily because of its distribution under the GNU free software license. One of Dr. Wallace’s PowerPoint slides asked the question, “How do you make money from free software?” His answer: memberships, subscriptions, books, directories, syndicated ads, consulting, teaching, and something called the Superbot.

Rollo Carpenter gave a fascinating presentation on his learning bot Jabberwacky, reading from several sample conversations wherein the bot seemed amazingly humanlike. Unlike the free A.L.I.C.E. software, Carpenter uses a proprietary learning approach so that the bot actually mimics the personality of each individual chatter. The more people who chat with Jabberwacky, the better it becomes at this kind of mimicry.

In another interesting presentation, Dr. Hamill related present-day research on chat robots to earlier work on dialog analysis in telephone conversations. Phone calls have many similarities to the one-on-one chats that bots encounter on the web and in IM. Dr. Hamill also related our social expectations of bots to social class structure and how servants were expected to behave in Victorian England. He cited the famous Microsoft paperclip as the most egregius example of a bot that violated all the rules of a good servant’s behavior.

Bots have advanced a long way since philanthropist Hugh Loebner launched his controversial contest 15 years ago. His Turing Test contest, which offers an award of $100,000 for the first program to pass an “audio-visual” version of the game, also awards a bronze medal and $2000 every year for the “most human computer” according to a panel of judges. Huma Shah of the University of Westminster presented examples of bots used by large corporations to help sell furniture, provide the latest information about automotive products, and help customers open bank accounts. Several companies in the U.S. and Europe offer customized bot personalities for corporate web sites.

Even though Turing’s Test remains controversial, this group of enthusiastic developers seems determined to carry on the tradition and try to develop more and more human like chat bots.Hugh Loebner is dedicated to carry on his contest for the rest of his life, in spite of his critics. He hopes that a large enough constituency of winners will exist to keep the competition going well beyond his own lifetime. Dr. Wallace says, “Nobody has gotten rich from chat robots yet, but that doesn’t stop people from trying. There is such a thing as ‘bot fever’. For some people who meet a bot for the first time, it can pass the Turing Test for them, and they get very excited.”

Sweden’s Crown Princess marries long-time boyfriend

Sweden’s first royal wedding since 1976 took place Saturday when Crown Princess Victoria, 32, married her long-time boyfriend and former personal trainer, Daniel Westling, 36. The ceremony took place at Stockholm Cathedral.

Over 1,200 guests, including many rulers, politicians, royals and other dignitaries from across the world, attended the wedding, which cost an estimated 20 million Swedish kronor. Victoria wore a wedding dress with five-metre long train designed by Pär Engsheden. She wore the same crown that her mother, Queen Silvia, wore on her wedding day 34 years previously, also on June 19. Victoria’s father, King Carl XVI Gustaf, walked Victoria down the aisle, which was deemed untraditional by many. In Sweden, the bride and groom usually walk down the aisle together, emphasising the country’s views on equality. Victoria met with Daniel half-way to the altar, where they exchanged brief kisses, and, to the sounds of the wedding march, made their way to the the silver altar. She was followed by ten bridesmaids. The couple both had tears in their eyes as they said their vows, and apart from fumbling when they exchanged rings, the ceremony went smoothly.

Following the ceremony, the couple headed a fast-paced procession through central Stockholm on a horse-drawn carriage, flanked by police and security. Up to 500,000 people are thought to have lined the streets. They then boarded the Vasaorden, the same royal barge Victoria’s parents used in their wedding, and traveled through Stockholm’s waters, accompanied by flyover of 18 fighter jets near the end of the procession. A wedding banquet followed in the in the Hall of State of the Royal Palace.

Controversy has surrounded the engagement and wedding between the Crown Princess and Westling, a “commoner”. Victoria met Westling as she was recovering from bulemia in 2002. He owned a chain of gymnasiums and was brought in to help bring Victoria back to full health. Westling was raised in a middle-class family in Ockelbo, in central Sweden. His father managed a social services centre, and his mother worked in a post office. When the relationship was made public, Westling was mocked as an outsider and the king was reportedly horrified at the thought of his daughter marrying a “commoner”, even though he did so when he married Silvia. Last year, Westling underwent transplant surgery for a congenital kidney disorder. The Swedish public have been assured that he will be able to have children and that his illness will not be passed on to his offspring.

Westling underwent years of training to prepare for his new role in the royal family, including lessons in etiquette, elocution, and multi-lingual small talk; and a makeover that saw his hair being cropped short, and his plain-looking glasses and clothes being replaced by designer-wear.

Upon marrying the Crown Princess, Westling took his wife’s ducal title and is granted the style “His Royal Highness”. He is now known as HRH Prince Daniel, Duke of Västergötland. He also has his own coat-of-arms and monogram. When Victoria assumes the throne and becomes Queen, Daniel will not become King, but assume a supportive role, similar to that of Prince Phillip, the husband of the United Kingdom’s Queen Elizabeth II.

Tensions in the country increased dramatically, late August when it was reported between 100 and 1,300 people were killed in an alleged chemical attack. Many of those killed appeared to be children, with some of the pictures and video coming out of the country showing — according to witnesses — those who died from apparent suffocation; some foaming at the mouth, others having convulsions.

Five hundred people are missing and as many as 150 are reported to have been killed by flash floods in India, caused by a sudden cloudburst that hit Indian-controlled Kashmir on Friday. The downpour struck the town of Leh and several surrounding villages, and reportedly caused a mud slide that hit the refugee-populated village of Choglamsar.

Associated Press reported that at least five foreign tourists were among those killed. Their nationalities are not known but New Delhi Television (NDTV) reported that 110 tourists, half of them foreigners, were being looked after at an Army transit camp on the Leh-Manali road. NDTV also said that the tourists had been given food, medicine and phone connections to their embassies. Flights have been arranged by the Indian government to bring affected foreign tourists back home.

Massive relief efforts are continuing; Farooq Ahmad, who is Inspector General of Police in Kashmir reported on Sunday today that “63 bodies had been identified so far and that rescue teams were fanning out to six villages near Leh that had not yet been reached during relief operations.” Believed to contain 5000 people, Choglamsar, on Leh’s outskirts, is one of the villages that rescuers have been clearing roads to reach.

The army has been called in to assist in rescue work. Thousands of troops, police and paramilitary soldiers were clearing roads in order to reach isolated villages. Those living in the upper reaches, whose housing was not adequate to provide protection, will have borne the full impact of the mud slides caused by the 12 mm of rain that fell on Friday in just a few minutes.

Officials said that rescuers were digging through crushed homes and piles of mud to search for survivors. The hundreds of reported injured are being treated at an army hospital and several makeshift clinics. Mohammed Deen Khan, a social activist who has been assisting in rescue work, said the mud was 15 feet high in some places. Heavy earth-moving equipment has been brought in to move the tonnes of mud and boulders blocking roads.

The rescue officials have faced a serious problem due to the severe damage of the Bharat Sanchar Nigam Limited (BSNL) office, a telecommunication enterprise, leading to the complete disruption of communication in the Leh region. The general manager of BSNL reports that the damage has caused a loss of 120 million INR. Another telecommunication enterprise, Airtel, has provided SIM cards to local administration for setting up hotlines that people can call for assistance.

The major problem is due to the communication breakdown. If communication is restored it will help in co-ordination of rescue operations in a better way.

Pashi Tsetan, a local administration development wing (deputy director) said, “The major problem is due to the communication breakdown. If communication is restored it will help in co-ordination of rescue operations in a better way.” Other institutions like Defence Institute of High Altitude Research (DIHAR), the ITBP camp, the Central Reserve Police Force (CRPF) and others have also been affected.

1,314 people, mostly tourists, have been airlifted from Leh to Delhi. Three additional Indian Airlines flights from Jammu and Delhi have been planned. Three IL-76 and four AN-32 aircraft carried relief material to Leh this morning, and four more by Jet Airways and Air India and three by Kingfisher Airlines will carry relief material and doctors to Leh.

The ITBP has sent water tankers containing drinking water to affected areas. Medical camps have been set up in villages like Saboo. The bodies of eleven persons were transported to Jammu and Kashmir, Punjab, and Rajasthan this morning.

India’s crisis comes as Pakistan is experiencing the worst floods in the country’s history.

The arsonist responsible for setting fire to the historic Sungnyemun gate (more commonly referred to as Namdaemun gate) in Seoul, South Korea in February has been sentenced to ten years’ imprisonment. The 600-year-old landmark was considred one of the nation’s greatest and most iconic, with some sources describing it as the single most important one in the country.

The 69-year-old male defendant has a previous conviction from two years ago for attempting to torch the Changgyeong palace, for which he received a suspended prison sentence and was fined. It is understood he destroyed the Namdaemun gate and attacked the palace over an unconnected land ownership dispute which had angered him. He felt that the compulsory purchase of his home a decade ago had been inadequatly compensated for by the state.

After the fire, residents left flowers at the scene and wrote grieving notes.

Chae Jong-Gi, who admitted the crime, was told of the seriousness of the offence in a statement by the Seoul district court. “A heavy sentence is inevitable as the accused inflicted unbearable agony on the people and damaged national pride… (The monument was) the treasure among all treasures which had survived all kinds of historic disasters. Even if restored, the gate’s originality will never return. Therefore, the nature and consequences of this crime are very serious,” said the statement.

The man is thought to have selected the gate as a target due to lax security measures. In the fire’s aftermath, officials have been criticised over this and concerns that firefighting efforts were ineffective, and the Cultural Heritage Administration‘s chief resigned to show he accepted responsibility for the blaze.

The two storey gate in pagoda style was constructed in 1398 and despite a 1447 rebuild and multiple renovations still contained original timbers prior to the destruction in the fire. Only the stone base survived.

According to the Cultural Heritage Administration, a reconstruction effort will take two to three years and cost 20 billion won (US$21 million).
