Several weeks ago Netherlands based company Mittal Steel made a takeover bid for Arcelor, prompting legislation from Luxembourg (5.6% owners of Arcelor, the largest stockholders) and cries of discrimination from India.
Mittal is owned by the world’s fifth wealthiest man, Laskshmi Mittal, an Indian. After the takeover bid, the Luxembourg Chamber of Commerce attempted to introduce new rules that would stop companies with less than 25% of their shares in free float from making a cash and bid offer for a company whose location is in Luxembourg. India news reports then claimed that this was a discriminatory action because Laskshmi Mittal is an Indian.
Luxembourg officials have disputed this, stating that their actions were only due to the need to comply with EU legislation. The country’s minister for economy and foreign trade, Leannot Krecke, stated, “The government will have no role in impeding the bid. We intend to bring the takeover bill in May to put in the best international practices in our economy.” Krecke also stated that a similar bill will have to be brought to the national governments of each of the 25 EU member nations so that they complied with EU legislation.
Word of New Delhi’s displeasure with Luxembourg’s stance seems to have been translated to Luxembourg during a meeting that the finance ministers of both countries had in India.
Meanwhile, Mittal has announced that it is prepared to cut the cash portion of its buyout offer. Mittal will do so if Arcelor increases its dividend to shareholders above the 80 cent market consensus. A spokesman for Mittal stated: “If Arcelor decides to distribute extra cash to shareholders, we will consider that as an advance payment on our offer and adjust the cash component of our offer accordingly.”

Internet service provider (ISP) and telephone provider, Orcon Internet Limited, is going to start to provide television channels via super-fast broadband right to the customers television set. The service will be rolled out sometime next year after Telecom New Zealand has opened its lines to the competitors.
The high speed internet Orcon wishes to use is called VDSL2+ which is able to go 100 megabits per second; this is an upgrade of Telecom’s current technology, ADSL 2+. The new technology will be able to be installed when the government has opened up Telecoms lines to other ISPs. Scott Bartlett, regulatory manager of Orcon, said: “If we left this to the big telcos we wouldn’t get VDSL2+ for 5-10 years. We don’t have an existing legacy framework that limits us, so we can leap-frog them in terms of technology.”
The television channels/programmes will be delivered in high definition via IPTV, or Internet protocol television, to a set-top box, similar to those of Sky Network Television, connected to broadband.
Orcon has invested NZ$30 million into the new television service, they will be teaming up with Siemens to deliver the new television system.
Mr Bartlett said: “We are pitching to a market segment who were not necessarily totally nuts about watching the rugby live but still wanted high-definition quality television delivered by broadband.”
Orcon already has 52 channels secured, they channels will include the genres of comedy, science-fiction, news, music, weather and speaciality language channels. The movies will cost $1.00 each. And for $25 customers will be able to buy 25 channels or for $30 there will be 52 channels. For Sky television it costs $15 a week for an entry level package. “We don’t believe we have a monopoly and every channel known to man, we just think we have the ones that are important to New Zealanders,” the chief executive of Sky, John Fellet, said.
Mr Fellet said they “would like to partner with Orcon and deliver our channels over Orcon’s service, but if that did not happen, we are looking forward to competition heating up. Compete with us, that is fine. If you want to take our core product and add options yourself, that is an option as well. We have rights to rugby and movies, so whenever companies start seriously looking at it, they will look upon us as more of a supplier than a competitor.
Sky has confirmed that they have contracts to deliver IPTV via Telecom services, as Sky is planning to release an IPTV service early 2007. “For the foreseeable future, until the infrastructure improves, the satellite is the best way to deliver live rugby but if you wanted to see a game that has been played, the internet is the best way to do that, by streaming,” Mr Fellet said.

The ability of Australian opposition leader, Kevin Rudd to run the country’s economy has been questioned by the Government after he made an error responding to a question on Australia’s current tax system today. Speaking in Queanbeyan, New South Wales earlier today, Mr Rudd was asked if he could name the current tax rates and the thresholds at which they kick in.
Mr Rudd said that he thought the top tax rate started at AUD$175,000. In fact, Australia’s top taxation rate begins at $150,000. “Well, as of July 1, if you went through the four thresholds, I think the high threshold kicks in I think at $175,000, then I think it cascades down the spectrum,” Mr Rudd told reporters.
Australian treasurer Peter Costello, who introduced the tax threshold changes, has seized on the opposition leader’s uncertainty, claiming that “he has never cared about economic policy, he has no interest in it,” he said.
Treasurer Costello claimed: “He was exposed as a fraud on productivity and we don’t hear him talking about productivity very much anymore.
“Now he has been exposed as being naked when it comes to understanding the tax system.”
Mr Costello demanded that the opposition release their taxation policy. “Since the Labor Party demands an election to be called on a daily basis, you would think they might have the decency of releasing a policy so that people can know what it is,” said Costello.
A Federal election is expected in Australia in the next three months and the Coalition Government is trailing the Opposition by ten percentage points on a two-party preferred basis.

Today, the official ceremony ushering in Barack H. Obama II as the new president of the United States took place at the United States Capitol in Washington, D.C.. A 21-gun salute, as well as the playing of four ruffles and flourishes and “Hail to the Chief“, marked the moment he assumed power from his predecessor, George W. Bush.
Bush’s second term as President of the United States, which began on January 20, 2005, expired with the swearing-in of the 44th President of the United States, Barack Obama, at noon EST (UTC-5), under the provisions of the Twentieth Amendment to the United States Constitution.
Bush performed his final official act this morning, welcoming Barack Obama and Michelle to the White House for coffee before the swearing-in, shortly before 10am EST, and then accompanied them there by motorcade to attend the ceremony. Last week, Bush had made his farewells to the nation in a televised address, saying that the inauguration turns a page in race relations. “Obama’s story — his black father was from Kenya, his white mother from Kansas — represents “the enduring promise of our land,” said Bush.
Pope Benedict XVI on Tuesday called on Obama to seek “understanding, co-operation and peace” among nations. “I offer cordial good wishes, together with the assurance of my prayers that Almighty God will grant you unfailing wisdom and strength in the exercise of your high responsibilities,” the Pontiff said.
The National Mall gates at the inaugural ceremony opened early, with official introductions beginning around 11:30am EST. On the west front lawn of the U.S. Capitol, Senator Dianne Feinstein provided the call to order and welcoming remarks, shortly after followed by invocation by the Rev. Rick Warren and a musical performance by Aretha Franklin.
Vice President-elect Joseph R. Biden, Jr., a Democrat, who was elected Vice President in the 2008 presidential election, took his oath of office, succeeding Dick Cheney. Biden took his oath at 11:57am EST from Associate Justice John Paul Stevens.
Supreme Court Chief Justice John Glover Roberts, Jr. then administered the oath of office to Obama, under Article II, Section 1, Clause 8. “I do solemnly swear (or affirm) that I will faithfully execute the office of President of the United States, and will to the best of my ability, preserve, protect, and defend the Constitution of the United States. So help me God,” Obama swore, using the 1861 President Lincoln Inaugural Bible.
First Lady Michelle LaVaughn Robinson Obama and daughters Malia Ann and Sasha, Senate Majority Leader Harry Reid, and Speaker of the House Nancy Pelosi were among the record-setting crowd of over 2 million people, including more than a million people that filled the National Mall. Vice President Dick Cheney arrived in a wheelchair, having pulled a muscle in his back while moving, White House spokeswoman Dana Perino said.
Obama has decided to follow tradition and use his full name, including his middle name Hussein, regardless of its past and present use by detractors as an effort to slander his image. The advanced scheduled program stated that the inaugural address was to be delivered by “the President of the United States, The Honorable Barack H. Obama.”
The President delivered his inaugural address in front of Capitol Hill with the theme “A New Birth of Freedom,” commemorating the 200th anniversary of the birth of Abraham Lincoln, said Feinstein.
Obama focused on the restoration of public confidence and personal “responsibility,” reassuring recession-weary Americans they can rebound from hard times. He conveyed to the world his desire to fix a battered U.S. image overseas. He asked the nation to reject the “culture of anything goes” and to restore a national value system that honors responsibility and accountability. Elizabeth Alexander recited a poem, followed by the benediction by Rev. Joseph E. Lowery. The National Anthem was thereafter played by The United States Navy Band “Sea Chanters.”
Over 200 million viewers worldwide had watched inauguration videos and live streams provided online by a number of news organizations and online video broadcasting companies over the internet. The event was also available live to select iPhone users.
Following his speech, President Obama escorted former President George W. Bush at 12:53pm EST as they left for a departure ceremony. Bush lifted off, ending his 8 years as president, with Obama waving goodbye from the courtyard of the US Capitol.
At 2:35pm EST in the Capitol’s Statuary Hall, at the inaugural luncheon attended by Obama, it is reported that Ted Kennedy had a stroke. Paramedics arrived and took the senator to a hospital.
A parade extended for over two hours in the afternoon. It included 15,000 people, 240 horses, dozens of marching bands, two drum and bugle corps, and one mariachi band from Espanola, New Mexico.
Just after 4pm EST, Obama and his wife joined the celebrating crowds on Pennsylvania Avenue. After a short time waving to the masses, they returned to the Presidential Limousine, a 2009 Cadillac, which transported them to the White House. The First Limo has replaced President Bush’s Cadillac DTS Presidential Limousine that rolled out in 2004.
Mr and Mrs Obama plan to attend a total of ten official inaugural balls, including the Neighbourhood Ball, the Obama Home States (Illinois and Hawaii) Ball, the Biden Home States (Pennsylvania and Delaware) Ball and the Youth Ball. American R&B singer-songwriter Beyoncé has been planned to perform the first dance song. The Obamas will return to the White House, their new home, following the last ball.
