Two trains have collided head-on in eastern France at Zoufftgen in the Moselle region of France, close to the Luxembourg border, at around 11:45 local time (09:45 UTC) earlier today. Based on inital reports, BBC News has suggested 10 passenger deaths as well as the those of two train drivers involved in the incident and a track side worker. French officials later confirmed at least 5 dead.
The trains were a french freight train and a Luxembourgeois passenger train. The passenger train was travelling from Luxembourg to Nancy and the freight train was travelling from Thionville to Luxembourg.
There are also at present 20 additional casualties although this number could rise. BBC News has reported, some of the injured may still be trapped in wreckage. Rescuers from France and Luxembourg are at the scene, with BBC reporting that a mobile hospital as well as specialist equipment was on the way.
The cause of the crash is undetermined at present, but due to engineering works, single line working was in operation on the route affected. The trains collided head-on. An SNCF spokesman was quoted as saying “Due of the engineering works, only one way was available and train traffic was alternating” He continued, “For reasons still to be established, the trains found themselves facing each other”.
French Prime Minister Dominique de Villepin and Transport Minister Dominique Perben are understood to be on their way to the scene of the incident.
Eric Soupa, a local official was quoted (BBC News) on French radio: “We are faced with an important and dramatic situation.”According to first reports, the spokesman of SNCF has indicated that the driver of the freight train did not “pass a signal at red” and had actually passed the signal at green.

A magnitude 3.6 earthquake occurred on Friday near Washington, D.C., capital of the United States. Initial reports state that the quake shook windows on buildings in the area, including the White House, but did not cause any major damage.
According to the United States Geological Survey, the tremor occurred 05:04 a.m. local time, at a depth of 5 kilometers (3.1 miles). The epicenter was located 2 kilometers at the southeast of Germantown, Maryland; 4 kilometers at the northwest of Gaithersburg, Maryland; 5 kilometers at the southwest of Montgomery Village, Maryland; 34 kilometers at the northwest of Arlington, Virginia; and 35 kilometers at the northwest of Washington, D.C.
The earthquake is the largest to strike within 50 kilometers (31 miles) of the capital in the 35 years that seismographic recordings have been taken. The previous strongest tremor in the area was a 2.6 magnitude tremor in 1990. “Most of North America east of the Rocky Mountains has infrequent earthquakes […] The earthquakes that do occur strike anywhere at irregular intervals,” USGS said.

There are three different types of CDL. There is Class A, Class B, and then there is Class C. Depending on how much weight the driver will carry will determine what class they need. A Class A is a Gross Vehicle Weight Rating should be 26,001 pounds if the vehicle is 10,000 pounds or more. Class B is for a vehicle that is less then 10,000 pounds. The Class C type is for any vehicle that does not match the requirements of Class A or Class B. These are made to carry over 16 passengers and may hall things such as hazardous chemical placards.
Remember this is not home cleaning services but CDL services. So with that said you have the possibility of adding endorsements to your CDL licenses. There are several different ones available. The “T’ double or “T” triple is where you would be able to have two or even three trailers hauled on a commercial vehicle. To gain this endorse a driver must have a Class A. The test for this endorsement is a written test. Another endorsement that also has a written test involved is the “N” tank. This endorsement is need to haul liquids in large quantities. These are a few that will keep you from having to do in home cleaning. To find out more about these endorsements check with a CDL school.
A person that obtains their CDL will be able to open new career opportunities to themselves. There are many career fields that have opportunities for CDL drivers. The most common is truck driving of course. The truck drivers often have to travel to other states and sometimes across several to deliver goods. This will require a Class A and possible endorsements. A school bus driver needs to have a CDL license too. There are many potential jobs that can come to one that holds a CDL.

Today, Joachim Löw, manager of the German national football team, dropped Borussia Dortmund midfielder Marco Reus from the UEFA Euro 2016 squad. Marco Reus, who turned 27 years old today, is suffering from a groin injury. He also missed the 2014 FIFA World Cup with an ankle injury.
Löw said their medical staff wasn’t sure Reus could meet the demands of the forthcoming games. He added, “Marco has serious fitness problems; he can only run in a straight line at the moment.”((de))German language: Marco hat massive gesundheitliche Probleme, im Moment kann er nur geradeaus laufen.
Löw also did not include other Bundesliga players Karim Bellarabi, Julian Brandt, and Sebastian Rudy from the provisional squad in the final selection. Thanking the four German internationals for their performance in training, he said, “It’s not a decision against those four players, but rather one in favour of the other 23.”((de))German language: Es ist keine Entscheidung gegen vier Spieler, sondern eine Entscheidung für 23 Spieler.
Germany are due to play their final friendly match before the start of Euro 2016 on June 4 against Hungary. On June 12, Germany will open their account in Euro 2016 when they face Ukraine in Lille, France.

Buffalo, New York — The property at 605 Forest in Buffalo was the center of attention at last night’s public meeting held at the offices of Forever Elmwood on Elmwood Avenue in Buffalo. Eva Hassett, Vice President of Savarino Construction Services Corporation, confirmed last night that the company will be seeking a variance for the 605 Forest property. Originally, both the 605 and 607 Forest Avenue properties were going to have variances placed on them. As it stands, 607 Forest will not be directly affected by the proposal, should it go forward. Both 605 and 607 are currently occupied by residents.
During Monday night’s meeting, Pano Georgiadis, owner of 605 Forest and owner of Pano’s Resuraunt at 1081 Elmwood Avenue in Buffalo, threatened to “sue” Savarino Construction if they tried to obtain a variance on his property to build the Elmwood Village Hotel.
The Elmwood Village Hotel is a proposal by Savarino Construction that would be placed on the corner of Forest and Elmwood in Buffalo. In order for the project to move forward, at least five buildings (1119-1121 Elmwood) which include both residences and businesses will have to be demolished. The hotel was designed by architect Karl Frizlen of the Frizlen Group. Although the properties are “under contract,” according to Hassett, it is unclear whether Savarino Construction owns the properties. Hans Mobius, a resident of Clarence, New York and former Buffalo Mayoral candidate, is still believed to own them.
Currently, none of the properties is zoned for a hotel.
A freelance journalist writing for Wikinews asked Hassett what kind of zoning permit they [Savarino] would be applying for and, if 605 Forest is included, what zone that would be.
“There is a ‘special development plan’ in front of the council, which changes only one thing about the zoning. It allows one permitted use for just a hotel. The rest of the zoning remains as it is under the current Elmwood Business District zoning. 605 and 607 Forest are not required for the project. They are not part of the footprint for the project. Let me answer this question again. This is on the record, in council: 605 needs to be rezoned in order to facilitate the project because of the sideyard requirement. Anything in C-2 is excluded besides the hotel. So we’ve taken the C-2 and included the hotel as a permitted use, and excluded everything else and everything else remains the same.”
However, during the February 28 Common Council meeting, Hassett was quoted as saying that the two properties were “off the agenda.”
“Now Karl said, at the last meeting, that they will build this hotel right on the borderline [property line]. If a wall forty-five to fifty feet high goes next to this house, of course it’s not right. You really have to go with whatever the city code says, so you have to get back as many feet as the city code says,” said Georgiadis.
“If you try to get a variance to change the code, I will sue you. This is my home, number one,” added Georgiadis. “First of all I think we are all wasting our time here, you [Savarino], have already made up your mind, but if you go against city code, and you try to do the most rooms with a minimal amount of parking, again, I will sue you. If you build a hotel, in my idea its going to fail. It’s doomed, ok. [If] it’s going to be a home for the disabled, for the homeless, for recovery people, but that’s another story. Then how is it going to be when we say, well I told you so? You will be over and done with. Its very hard to take a four story building [hotel] down.”
Georgiadis stated last night that he was against the proposal and signed a petition to stop it, jokingly saying, “this isn’t a paper to sign to build the hotel, is it? Don’t make me sign the wrong thing.”
Joseph Golombeck, district councilman, was at Monday’s public meeting and said, “we also did request this and the reason we are doing this as a special business district is so that it has to be this specific plan. They [Savarino] can’t go halfway through it and in six months decide that [the hotel] it’s going to be three floors. They can’t decide it’s going to be five floors. It has to be, per law, exactly what it is that they brought to us [the public] so far, and then ultimately to the City of Buffalo Common Council when it’s approved. So if it gets approved, it has to be this specific, exact project. They couldn’t make it fifty parking spots, they couldn’t make it thirty. It has to be specifically what they have right here.”
A man who lives on Granger Street in Buffalo attended the meeting, speaking in favor of the hotel development. He claimed, “There are a lot of low property values. Hopefully if we embrace development, our property values, for those of us who have property, will go up. There are a lot of people unfortunately, who are working hard, that do not get a chance to come to these meetings. I myself was at work and wasn’t able to go to the last two meetings. I express that we appreciate that you [Savarino] invest in the City of Buffalo and for what you hope, because I do not think Savarino is into losing money. These people are not in business to be losing money here. They are hoping for the success of this [the hotel] more than any one of us. They are hoping that the property values in this area will go up more than any one of us, because it will benefit them [the residents and business owners], more than any one of us. I want this city to develop. I don’t think anybody else is here understanding that we’re looking for development in this city, we are looking for the city to get better. The councilman here is not interested in Buffalo failing.”
Evelyn Bencinich, resident of Granger Street, would have the hotel directly behind her home, if it were to be built.
“What about construction [time]? Is that just for the exterior, the nine months? Or does that include the interior? Is there going to be blasting through bedrock? Is there property protection for damage? Are you [Savarino and the Frizlen Group] responsible?”, asked Bencinich.
According to Frizlen, there is a layer of solid bedrock at least 30 feet from the surface of the land saying, “we anticipate that the bedrock is at least thirty feet down.” He also admitted that “we haven’t done any soil sporrings,” but did say “the bedrock is somewhere in between twenty-five and thirty feet [down], we don’t need to go that deep. So blasting is most likely out of it [the question].”
“Personally, I can only speak from the city side, but a few years ago we rebuilt Vulcan Street, in the northwest corner of Buffalo, and there were a couple of properties that were damaged and they [the owners] were able to file a claim against the company that did the work and they won in each case. It was the same thing with a school that was built on Military Road. There were a couple of problems with foundations on a couple of properties, and they weren’t sure if caused by the school or not, but the insurance company ended up paying them,” answered Golombeck.
“I would assume that Savarino is insured with someone. So if there is a problem with anything that happens to your properties, what I would recommend is that anybody that lives on Granger Place, if this does go through, that you get pictures taken of your basement and of your foundations, because God forbid if there is a problem, you want to have an[sic] before and after [picture]. You don’t want to come afterwards and there’s a crack in there [foundation] and you have no way of proving that it happened,” added Golombeck.
According to Golombeck, the properties that Mobius owns have been “in housing court on several occasions, but has a date of April 11, 2006 that he is going back [to court] for these properties. So it is in housing court and I wouldn’t know Mr. Mobius if he walked in this room right now,” stated Golombeck.
“I’ve gone after him on numerous occasions and everytime he gets out of housing court with a slap on the wrist. If I am a conspiracy theorist and say that there is a lot more going on than meets the eye. I can only get him into housing court. Once he’s in housing court, the judge rules on it. Now I don’t mean to take any shots at previous administrations, but I am hoping with the new administration, being in here, that the inspections department is going to be a much better department than it has been for the previous several years.”
The city’s Planning Board on March 14, 2006, agreed to send the Elmwood Village Hotel proposal back to the Common Council so that it may “be opened back up to discussion from the public.”
On March 2, 2006 the Common Council sent the proposal “to committee” for further discussion and also requesting that the public be “engaged further.”
During that meeting, Justin Azzeralla, Executive Director for Forwever Elmwood, said that the organization “supports the hotel project.”
Also on March 2, the planning board agreed to table, or postpone, any decision on the hotel proposal for at least thirty days, also citing the need for the public to be “more engaged.”
The Common Council is expected to meet on March 21, 2006 at 2:00pm local time where they may approve or deny the proposal.
According to The Buffalo News, at least six Common Council members support the hotel project and are pledging to vote to approve it at the meeting on Tuesday, March 21.
However, the city’s Planning Board will get the final say on the project.

Gary Knowles, head of the search and rescue operation at the New Zealand Pike River Mine, told media a second explosion has occurred inside the mine. He stated there is no possibility any of the 29 men still inside could have survived.
| Unfortunately I have to inform the public of New Zealand that at 2.37pm today there was another massive explosion underground and based on that explosion no one survived. | ||
The situation began on Friday, around 3:45pm local time, with an explosion at the mine which is about halfway between the West Coast towns of Greymouth and Reefton. Emergency services began responding at 4.53pm; two miners managed to walk out and were treated for minor injuries at Grey Base Hospital, with 27 originally believed missing.
Grey District Mayor Tony Kokshoorn initially stated: “We are holding on to hope. Look at Chile, all those miners were trapped and they all came out alive.”
Early Saturday, Pike River Coal chief executive Peter Whittall reported 29 were trapped underground, ranging from 17 to 62 years old. They were a mix of New Zealand, South African, Australian, and British nationals. Miners’ families congregated at a hall in Greymouth, and were updated by the search and rescue leadership twice daily. Media briefings were also held twice daily.
Families and the public began to feel frustration that rescuers had not yet moved into the mine. The search co-ordinator Superintendent Garry Knowles explained that the gas levels in the mine meant that the risk of another explosion was too high to allow entry. The Police Commissioner, Minister of Police, and Prime Minister all confirmed they supported the decision not to send rescuers in while expert analysis showed the mine was still unsafe.
The New Zealand Defence Force supplied a bomb-disposal robot to take video footage inside the mine. However, the robot only made it 550 metres up the tunnel before being shorted out by water in the mine. Later, the robot was restarted; this time it made it 1000 metres in before running out of battery. A second Defence robot was also sent in and recorded some video footage. A 160 metre long bore-hole was drilled from the surface into an area deeper in the mine to gauge the gas levels in areas closer to where the miners could be. It was reported that the samples from that bore-hole were showing up to 95 percent methane.
At a press conference on Wednesday afternoon, Superintendent Knowles reported that there had been a second large explosion at 2:37pm, at least as big as the first. “Unfortunately I have to inform the public of New Zealand that at 2.37pm today there was another massive explosion underground and based on that explosion no one survived.” He said the rescue team and experts believed survival was impossible. The Grey District Mayor reported that a recovery team had gone in while gas levels were still low. In a more extended briefing, the Pike River Mining chief executive explained this had not occurred as the mine was still too dangerous, but said they would do everything they could to recover the bodies.
International leaders including Queen Elizabeth have sent their condolences.

The decor of an office building plays an important role in the overall look and feeling of the space and it has an impact on the productivity of the employees. One of the primary ways to improve the comfort of an office is with the flooring, which should be easy to walk and stand on as well as make the space feel like a comfortable environment. Commercial Carpet Evanston is available in rolls or tiles, is easy to install and will provide support for the employees who are sitting and /or standing all day.
A fully staffed office can have a lot of foot traffic, which leads to spills, stains and tears on the carpet. Commercial Carpet Evanston is typically manufactured with a hard, rubber type backing, so when spills occur, the liquid does not seep through and form standing puddles under the carpet, which can lead to mold and mildew. Carpet tiles are a good option for a space that may be susceptible to excess spills, such as in a break area as well as under the desks of employees. The carpet tiles are easy to remove and replace, should there ever be a severe stain or water damage. The installation of commercial carpet tiles is easy and in some situations the tiles can be installed without the use of adhesive. If you are opening a new office building and have a tight budget, it is typically less expensive to install carpet tiles than rolled carpeting, hardwood or tile flooring. The padding of a floor is vital for preventing achy backs and legs of the employees, so it is important that whether you install rolled commercial carpeting or commercial carpet tiles to use either a carpet with a thick backing or an additional layer of padding under the carpet. Although it is recommended that commercial carpet be installed by a professional carpet installer, it is a fairly simple task that can be done by almost anyone. If you choose to do the installation yourself, it is important to take careful measurements of each area where the carpet will be installed and buy extra in case there are mistakes during the cutting or if you install carpet tiles, have a few extra in case of future accidents.

U.S. Democratic Party presidential candidate John Wolfe, Jr. of Tennessee took some time to answer a few questions from Wikinews reporter William S. Saturn.
Wolfe, an attorney based out of Chattanooga, announced his intentions last year to challenge President Barack Obama in the Democratic Party presidential primaries. So far, he has appeared on the primary ballots in New Hampshire, Missouri, and Louisiana. In Louisiana, he had his strongest showing, winning 12 percent overall with over 15 percent in some congressional districts, qualifying him for Democratic National Convention delegates. However, because certain paperwork had not been filed, the party stripped Wolfe of the delegates. Wolfe says he will sue the party to receive them.
Wolfe will compete for additional delegates at the May 22 Arkansas primary and the May 29 Texas primary. He is the only challenger to Obama in Arkansas, where a May 10 Hendrix College poll of Democrats shows him with 38 percent support, just short of the 45 percent for Obama. Such an outing would top the margin of Texas prison inmate Keith Russell Judd, who finished 18 percent behind Obama with 41 percent in the West Virginia Democratic primary; the strongest showing yet against the incumbent president. Despite these prospects, the Democratic Party of Arkansas has already announced that if Wolfe wins any delegates in their primary, again, due to paperwork, the delegates will not be awarded. Wolfe will appear on the Texas ballot alongside Obama, activist Bob Ely, and historian Darcy Richardson, who ended his campaign last month.
Wolfe has previously run for U.S. Congress as the Democratic Party’s nominee. On his campaign website, he cites the influence “of the Pentagon, Wall Street, and corporations” on the Obama administration as a reason for his challenge, believing these negatively affect “loyal Americans, taxpayers and small businesses.” Wolfe calls for the usage of anti-trust laws to break up large banks, higher taxes on Wall Street, the creation of an “alternative federal reserve” to assist community banks, and the implementation of a single-payer health care system.
With Wikinews, Wolfe discusses his campaign, the presidency of Barack Obama, corporations, energy, the federal budget, immigration, and the nuclear situation in Iran among other issues.

East Texas Title Companies are Title Insurance Companies regulated by the Texas Department of Insurance. It is important to buy title insurance even after a title search is conducted because of possible undetected title defects. The defects could be the result of forgery, fraudulent deeds, contested wills, erroneous trusts, missing heirs and undisclosed easements, liens and encroachments. The cost of the one time Title Insurance Premium is 1.5% of the purchase price. Title Insurance is a property loss prevention method. The Title search can help the seller resolve title issues and the insurance protects the purchaser of the property.
Besides Insuring the property and paying for legal fees for defending the title against undetected claims, title companies act as escrow agents and hold the earnest money, review documents and notify the appropriate party of defects in the property or title. The title company, reviews documents, surveys, appraises and inspects the property and makes sure that the requirements of the HUD-I statement are in place before the closing.
To find a reputable title company, one can look up the internet. ALTA (The American Land Title Association) and the Texas department of Insurance have a list of reputed Insurance Companies with businesses located in West Texas. Many internet websites list title companies the neighborhood of the purchaser. These Companies will be aware of the local requirements for title search and closing of the deal. A purchaser cannot waive title insurance because lender companies require title insurance to protect their collateral which is the purchased home from title claims. Further the lender will add the cost of the insurance to the purchaser s expenses.
A title insurance policy can have limits and exclusions. In the State of Texas, if a lien exists and cannot be resolved by the seller the title, the Insurance Company cannot insure the property. Insurance Companies cannot guarantee mortgage payment on real property. No rebates or discounts can be given. The fees charged should not exceed the percentage of the premium. A Title insurance Company cannot authorize agents to solicit insurance business. No Company can issue title insurance policies with a liability in excess of 50% of the company s capital stock or surplus.
The Insurance Contract must be in the form prescribed by the Texas Department of Insurance. If the Title Insurance Company is an Attorney title Insurance Company then the Company must be certified to the department the name and address of each attorney and any fees in accordance with the department s rules.
East Texas consists of the Counties of Angeline, Houston, Jasper, Nacodoches, Neoton, Polk, Sabine, San Augustine, San Jacinto, Shelby, Trinity, and Tyler.
The well known nationwide title companies in East Texas are Chicago Title Insurance Company, American Title Company and U.S. Title Company. Besides these large companies there are local companies like, Encomia, Elliot and Waldren Title Company and Borren Scott, Service Title Company and Attorneys Land and Title Co.
By prudently buying title Insurance a purchaser can live on the piece of land with peace of mind.
