England: Multi-storey carpark in Liverpool gutted by fire, 1,300 vehicles destroyed

A fire on Sunday night in the seven-storey carpark for the Echo Arena in Liverpool, England destroyed almost all the vehicles parked inside and led to cancellation of the final evening of the Liverpool International Horse Show and evacuation of nearby blocks of flats. The blaze reportedly started with a parked Range Rover Discovery.

Investigators with the fire brigade stated that they believe the fire began with an accidental engine fire in the Range Rover at about 4.30 pm. The first call was made at 4.42 and firefighters arrived eight minutes after that. Ultimately twelve engines and 85 firefighters were involved in combatting the blaze. Aerial appliances were used and also three high-volume pumps. Fed by the fuel in vehicles parked inside, the temperature of the fire in the carpark is believed to have reached as high as 1,000°C. It was too hot to be extinguished with water from hydrants, so a high-volume pump was used to draw water from the River Mersey, and two more were brought from other fire brigades in the region.

The carpark has seven storeys and a capacity of 1,600 vehicles, and approximately 1,300 were parked in it when the fire broke out. According to Dan Stephens, chief fire officer for Merseyside Fire and Rescue Service, almost all of them were destroyed, with the exception of a few parked on the top level and at corners. “With these very high temperatures, you were never going to put the fire out without the whole building taking hold. The speed at which the fire spreads means you simply aren’t going to put it out,” said Stephens.

The carpark itself was severely damaged; according to Joe Anderson, the mayor of Liverpool. It is not in danger of collapsing but will have to be demolished, which will be difficult with the many burned-out cars still inside it, Anderson told the BBC.

According to Stephens, there were no serious injuries: one woman injured her hand, and two people were treated for smoke inhalation. A spokesman for the Echo Arena also stated that all animals were safe. All horses were successfully evacuated from the carpark and then removed from the stables after smoke spread to them. Six dogs were also rescued unharmed, two on a lower level in the early stages of the fire and four that had been left in a car on the top level, freed by firefighters on Monday after the fire was put out.

The final evening of the four-day Liverpool International Horse Show had been scheduled to begin at 7.30, and had to be cancelled. Many attendees were stranded in the city on New Year’s Eve night. Merseyside police directed people to the Pullman Hotel, where Red Cross assistance was available, and the Liverpool City Council set up an assistance centre at the Lifestyles Gym. A spokesman for the Association of British Insurers has said that insurance companies will “move very quickly” to reimburse owners whose vehicles were destroyed.

Nearby blocks of flats were evacuated because of the smoke. Eyewitnesses reported hearing what they at first thought were firecrackers, then “multiple explosions”, “bangs and popping”, “the bangs of car windows exploding”. People reported leaving everything in their cars, including their cellphones, and running for their lives.

Mayor Anderson tweeted that cuts to fire services over the last two years made it significantly harder to fight the fire and might have caused it not to be controllable. He also suggested that fire safety in multi-storey carparks had not been sufficiently considered and that installing sprinklers in them might help stop future fires before they become unmanageable, in a letter to Nick Hurd, a member of Parliament.

Australian government under fire over Haneef visa decision

Australia’s federal government has come under fire by prominent human rights lawyer Julian Burnside, Q.C. for using migration laws to circumvent the release of Mohamed Haneef after he was granted bail in Brisbane Magistrate’s Court.

Haneef is alleged to have provided support to a terrorist organisation, for leaving his mobile phone SIM card with Sabeel Ahmed who allegedly had knowledge of the Glasgow attacks.

Haneef’s lawyers have also attacked the government’s decision saying it will make it more difficult for Haneef to mount a defence should he be held in immigration detention. His lawyers are considering delaying posting his bail surety until his visa issues are resolved. This will allow Haneef to stay in Brisbane near them, his lawyers say. They have also indicated that they will appeal the government’s decision.

Australian immigration minister Kevin Andrews announced yesterday that he had used his powers under the Migration Act to cancel Haneef’s visa as he had failed a character check.

Mr Burnside is sceptical of Mr Andrews’ motives, claiming the government would not have cancelled Haneef’s visa if he had not been bailed. He said Mr Andrew’s moves amount to the government interfering in the judicial process.

“They want to keep him here for trial. They waited to cancel his visa until they saw whether he got bail,” Mr Burnside told Southern Cross Broadcasting.

“If he didn’t get bail then they weren’t going to cancel the visa.”

“This is a misuse of power in bad faith for the explicit purpose of trumping a magistrate’s order that he should be let out on bail.”

“I think it’s disgraceful that Andrews has lent himself to doing it, because as a lawyer, he ought to know better,” said Mr Burnside.

Mr Burnside attacked the government, claiming its decision to cancel Haneef’s visa tramples on some of the key foundations of democracy. He further alleged that the government was acting hypocritically.

“We are supposed to be a democratic society. I thought the war against terrorism was an effort to preserve our democracy. But here we are trashing it left, right and centre in the name of saving it.”

Burnside also questioned the government’s anti-terror laws, saying it was unusual for a person to be charged with giving someone a SIM card twelve months earlier.

Queensland’s Premier Peter Beattie called on the immigration minister to explain the reason for Haneef’s visa being cancelled. Mr Beattie said that the Australian people believed the government was being heavy-handed.

“But clearly the Federal Minister for Immigration has acted in relation to particular information from the federal police.”

“If there’s something they have become aware of since this investigation started that’s not the subject of the charge, then they should share that with the Australian people,” Mr Beattie told the media.

Out of space in outer space: Special report on NASA’s ‘space junk’ plans

A 182-page report issued September 1 by the United States National Research Council warns that the amount of debris in space is reaching “a tipping point”, and could cause damage to satellites or spacecraft. The report calls for regulations to reduce the amount of debris, and suggests that scientists increase research into methods to remove some of the debris from orbit, though it makes no recommendations about how to do so.

NASA sponsored the study.

A statement released along with the report warns that, according to some computer models, the debris “has reached a tipping point, with enough currently in orbit to continually collide and create even more debris, raising the risk of spacecraft failures”. According to the Satellite Industry Association, there are now about 1,000 working satellites in Earth orbit, and industry revenues last year were US$168 billion (£104.33 billion, €119.01 billion).

The debris consists of various objects, such as decommissioned satellites and exhausted boosters, but the vast majority of the particles are less than one centimetre across. 16,094 pieces of debris were being tracked as of July, although estimates put the current number at over 22,000. The total number of fragments is thought to be as high as tens of millions. While most of the debris is very small, some of it is travelling at speeds as high as 17,500 mi h-1 (28,164 km h-1; 7,823.3 m s-1).

The International Space Station sometimes has to dodge larger fragments, and in June its crew was forced to prepare to evacuate due to a close encounter with debris.

The UK Space Agency told Wikinews that space flight “is likely to be made more difficult” by the debris. However, communications will “[n]ot directly” be affected, “but if the GEO ring became unusable, there is no other altitude at which objects appear [‘]geo-stationary[‘] and so all antennas on the ground would then have to move in order to track the motion of the satellites”.

Donald J. Kessler, the lead researcher and former head of NASA’s Orbital Debris Program Office, said that “[t]he current space environment is growing increasingly hazardous to spacecraft and astronauts,” and suggested that “NASA needs to determine the best path forward for tackling the multifaceted problems caused by meteoroids and orbital debris that put human and robotic space operations at risk.”

Two events are thought to be the largest individual sources of space debris. Kessler said that “[t]hose two single events doubled the amount of fragments in Earth orbit and completely wiped out what we had done in the last 25 years”.

The first of these was a controversial 2007 Chinese anti-satellite weapon test, which smashed the decommissioned weather satellite Fengyun-1C into approximately 150,000 fragments over a centimetre in size—making up roughly twenty percent of all tracked objects—537 miles above the Earth’s surface.

The Chinese government has so far failed to respond to Wikinews’s queries regarding the incident.

The other is a 2009 collision between twelve-year-old active satellite Iridium 33 and the defunct Russian Strela-2M satellite Kosmos-2251—both weighing in excess of 1,000 lbs (454 kg)—that occurred 490 miles over Siberia, the first such collision. The Iridium satellite was replaced within 22 days, according to Iridium Communications, who operated it.

We believe this is a substantial first step in better information sharing between the government and industry and support even more robust interaction which can provide better and more efficient constellation operation.

In a statement released to Wikinews, Iridium Communications said that they “received no warning of the impending collision. Although commercial projections of close encounters (commonly called conjunctions) were available, the accuracy of those projections was not sufficient to allow collision avoidance action to be taken.” They also made the assurance that the Air Force Space Command and United States Strategic Command now provide them with information through the Joint Space Operations Center, and that “when necessary, [they] maneuver [their] satellites based on this information to avoid potential collisions. [They] believe this is a substantial first step in better information sharing between the government and industry and support even more robust interaction which can provide better and more efficient constellation operation.”

Iridium expressed their support for “[l]ong-term investment to improve Space Situational Awareness” and “[i]mproved information sharing between industry and the U.S. government”, as well as more “[g]overnment support for policy and processes which would permit sharing of high-accuracy data as required to allow reliable assessment and warning” and “[i]ncreased cooperation between the government and U.S. and foreign commercial operators.”

They maintained that “the Iridium constellation is uniquely designed to withstand such an event. Because of the resilient and distributed nature of the Iridium constellation, the effects of the loss of a single satellite were relatively minor”, and that “any other system, commercial or military, which experienced the loss of a satellite, would have suffered significant operational degradation for a period of months if not years.” Nonetheless, the company is “concerned over the increasing level of risk to operations resulting from the debris in space.”

The report makes more than thirty findings, and more than twenty recommendations to NASA. None of the recommendations regard how to clean up the debris. However, it does cite a report by the Defense Advanced Research Projects Agency (DARPA), which suggested various possible techniques for catching and removing space debris, such as magnetic nets.

The debris will, in time, be pulled into the earth’s atmosphere—where it will burn up—by gravity, but more debris is being created faster than this can happen.

The report recommends collaborating with the United States Department of State on “economic, technological, political, and legal considerations.” As already mentioned, international law does not allow one country to collect another’s debris.

According to the report, “[t]he problem of space debris is similar to a host of other environmental problems and public concerns characterized by possibly significant differences between the short- and long-run damage accruing to society … Each has small short-run effects but, if left unaddressed, will have much larger impacts on society in the future.”

A spokesperson for the UK Space Agency told Wikinews that the organisation “does not have any plans to get directly involved with [the clean-up] initiative but through its involvement with NASA in the Inter-Agency Space Debris Coordination Committee, it is conducting studies to identify which objects present the biggest hazard and how many objects may need to be removed and from where.” It says that the viability of such an operation is “a question of treating the symptom or the cause of the problem. Building more physical protection is costly and if the environment deteriorates too far, becomes unviable. It is best to treat the root cause, the presence of debris in orbit, and remove the large objects before they can break up into many thousands of uncontrolled fragments capable of destroying a satellite on impact.”

The spokesperson also pointed out that “[u]nder current licensing regimes (such as in the UK), countries are now obliging operators to remove satellites from crowded regions of space at the end of operational life”.

40 alleged drunken Santas accused of running amok

The conduct by a group of ‘Santas’ making an unclear statement last Saturday is not appreciated in the business district of Auckland, New Zealand. The event, organized in the discussion forum of an online skateboard magazine, caused big media publicity.

Alex Dyer, spokesman for the group, stated that Santarchy in Auckland is part of a worldwide phenomenon. It is disputed if Santarchy is a protest against the commercialization of Christmas or not.

Auckland Central Police spokesperson Noreen Hegarty said to the press that the rampage began in the early part of the afternoon when men wearing ill-fitting Santa costumes threw beer bottles and urinated on cars from an overpass, then rushed through a central city park, overturning garbage bins, throwing bottles at passing cars and spraying graffiti on office buildings.

“They came in, said ‘Merry Christmas’ and then helped themselves,” said a convenience store staff member Changa Manakynda, according to local newspapers.

One writer using the pseudonym ‘Le_SigNagE’ on the Santarchy! (or also known as the Santacon) website commented, “… after all, this is what Christmas is really about… mindless vandalism and petty theft.”

Another writer who posted under the pseudonym Santy Claus said of the media coverage, “There was some major misreporting and Chinese whispers. Breaking bottles and urinating under a bridge, became throwing rocks at buses and urinating on cars from an overpass. The ‘organisers’ as they were, saw little in the way of crime other than one santa attempting to board a foreign vessel by scaling 20 metres along a rope 60 feet in the air. The difficulty and motor skills involved in this task alone should be a defense in itself of being ‘drunk’ and ‘disorderly’.”

Due to Santa’s reputation for integrity and his strict media policy, his sparse communication is mostly one-way: receiving lists from children with wishes for Christmas. It is difficult to get his comment about New Zealands skateboard interested ‘Santas’.

24 error messages sent by Flight 447

French authorities have today revealed that Air France Flight 447 sent 24 error messages shortly before the plane disappeared during the flight between Rio de Janeiro and Paris with 228 people on board. They also said that the plane’s auto-pilot was not active, although they say that from the error messages it is impossible to determine the reason for it being inactive. The crash is said to be the world’s worst aviation disaster since 2001.

Officials have still not determined the reason for the flight’s disappearance or located the wreckage of the plane, but have said that it was flying through an area of “powerful cumulo-nimbus” clouds. The authorities continued saying, “these are found frequently in this area and in normal climactic [sic] conditions”. However other meteorologists said the jet was entering a zone with unusual storms and 100mph updrafts which could have formed a vacuum, sucking water up from the ocean.

Fourteen of the error messages sent by the system were done so within a period of one minute, 2:10 a.m. – 2:11 a.m. UTC. It is thought that some of the error messages are related to the flight speed and controls related to auto thrust. Paul-Louis Arslanian, director of the French air accident investigation agency, said that the error messages indicated systems had shut down one after another. He also confirmed that the plane in question had encountered difficulties with measuring its speed and that Airbus was currently completing “a programme of replacement, of improvement”.

Airbus and Arslanian insist that planes are still safe, however Airbus have since re-sent information regarding difficulties with calculating speed and confirming their advice in such situations.

Previous announcements by the Brazilian air force that they had successfully located part of the wreckage of flight 447 have turned out to be false after ships recovered unrelated debris from the sea. After recovering debris from the sea, including a cargo pallet and two buoys, Brigadier Ramon Cardoso, the director of Brazilian air traffic control said, “[U]p to now, no material from the plane has been recovered.”

He continued, “We confirm that the pallet found is not part of the debris of the plane. It’s a pallet that was in the area, but considered more to be trash. The pallet was made of wood, and the Air France Airbus A330 did not have any wooden pallets on board. That’s how we can confirm that the pallet isn’t part of the remains of the aircraft”. It is thought the pallet came from a passing ship which is also being blamed as to the reason for the oil slick spotted in the area.

David Learmount, operations and safety editor of Flight International magazine, said: “The fact that the autopilot was not working is not the cause of this accident”, continuing by saying it is “not at all unusual” for the autopilot to cut out, alerting the pilots with a loud warning, adding “it’s not the cause, it’s the symptom” of the accident.

He also said that it was “designed to cut out at any time that it receives conflicting messages, which we know it was” and that “It’s designed to cut out rather than controlling the airplane in an unsafe way – it’s not an intelligent system, it doesn’t know which of the data are correct.”

Rescuers have long since given up on attempting to find any survivors instead now trying to locate and recover the wreckage of the flight and more importantly the flight data recorders, without which they say they may never know what happened to the flight. The process of recovery is expected to be difficult with the seabed reaching depths of 3,000 to 4,000 meters. Both American and French specialist equipment has been sent to the area with the aim of recovering the recorders, however French officials say that the locator beacons attached to the boxes could possibly have become detached by the force of the impact.

Speculation has been rife as to the thought cause of the flights disappearance, ranging from a direct lightning strike to weather in the area, however recently a Spanish pilot has said, via his airline Air Comet, that on a flight in the area he saw an “intense flash of white light”. The report, initially released by the Spanish newspaper El Mundo and then confirmed by AFP also said a co-pilot and passenger also saw the bright light.

“Suddenly, we saw in the distance a strong and intense flash of white light, which followed a descending and vertical trajectory and which broke up in six seconds” the unidentified captain said.

Xtra, owned by New Zealand telecommunication monopoly company Telecom, has created a joint venture between themselves and Yahoo!7, creating Yahoo Xtra. Yahoo!7 is the joint venture between Yahoo! and Australian network, Seven.

The join venture replaces the current and long-lasting partnership between Microsoft and Xtra, called XtraMSN. The current partnership’s contract will expire at the end of this year. Telecom chose to change the partnership because Yahoo! has worked together with BT Group, Verizon and Rogers Communications.

The new site, along with new online content will go online on around March 1, 2007.

The partnership will result in Yahoo!7 taking 51% control of the partnership and Xtra taking the remaining 49%.

Kevin Kenrick, chief operating officer of Telecom, said that they will now be able to target the underdeveloped online advertising community. “We see there is a fantastic opportunity to grow online advertising and the share of the online market. Online advertising in New Zealand is getting to a tipping point of growth where there is a critical mass of online connections, broadband connections and an increase in the amount of time people are spending online.”

When the new site is launched, it will include a range of news, sport, weather, enhanced e-mail spam and virus protection, photo sharing, and internet radio.

Theresa Gattung, chief executive of Telecom, said: “The Yahoo Xtra joint venture will provide New Zealanders with access to the world’s best online services in a localised way.”

Ian Smith, chief executive of Yahoo!7, said: “The company was achieving market growth of online advertising of between 50 and 60 per cent a year in Australia and believed it could do the same in New Zealand.” He said that the partnership will give them a great opportunity to showcase its tools, technology and platforms in New Zealand.

Mr Kenrick said that the reason they had gotten a partnership with Yahoo!7 was that it is very difficult for a small player to develop its services in a New Zealand size market.

One other online company Xtra had considered for the partnership was Google, among others. The reason they chose Yahoo!7 over other companies was because Yahoo!7 has the top position in big fields such as TV and video. Mr Kenrick said: “The whole area of content management is one we thought would benefit from others with greater expertise and more scope.”

Telecom manages 80% of the telecommunication market.
