President-elect Sarkozy promises change for France

After winning the presidential election on Sunday, President-elect Nicolas Sarkozy immediately began to lay out his plans for France. Political observers consider the 53% to 47% the victory over Ségolène Royal, a “resounding win,” lending credibility to his policies.

Sarkozy is expected to announce his government soon. He left Monday to go on a retreat with his family, while considering his cabinet line-up and strategy for the important parliamentary election in June.

Cheering crowds were seen at Place de la Concorde in Paris. “I am proud to be French with him as president. He is a man of action, he doesn’t give up,” said Laurent Scipio, 55. “We are happy because Sarkozy will let people keep their hard-earned money,” said Martine Vellard, 52. “He will discourage people from living off benefits.”

Elsewhere people were not so happy. Rioting broke out on the other side of the city at Place de la Bastille. Unrest was reported from several suburbs. “Sarkozy ran a better campaign. Ségolène did not have a positive message. She only rallied those who were against Sarkozy,” said Doriana, 22, a Royal supporter. Another had a different view: “Sarkozy won because he manipulated the media,” and added “He is just like [Silvio] Berlusconi. We have a fascist in power!”

Tonight is not the victory of one France over another.

Official figures released by police today, said Sunday’s unrest saw 730 cars set ablaze and 78 policemen injured across France. 592 people were arrested in the violent protests against Sarkozy.

His party, the Union for a Popular Movement, wants to capitalize on the victory in the upcoming parliamentary elections on June 10 and June 17. “We are going to see how we can give him the biggest parliamentary majority possible so he can put into effect his undertakings,” Alliot-Marie said.

“We have to act, the French people expect it. They have given him a real mandate,” said Sarkozy’s chief of staff, Claude Guéant.

“As he said again last night, he wants to carry out all the commitments he made during the campaign,” said Michèle Alliot-Marie, the Defense Minister and high-ranking member of UMP, outside his campaign-headquarters.

Nicolas Sarkozy, who has often been described as a devisive cabinet minister, was conciliatory in his victory speech. “France has given me everything, and now it is my turn to give back to France what France has given me,” he said. “Tonight is not the victory of one France over another,” he continued and pledged to represent “all of France and leave no one by the side of the road.”

Sarkozy is expected to seek an end to the 35-hour workweek which was one the mainstays of his campaign. “I want a France where everyone has a chance – but chance comes for those who work for it,” he said. Another part of his so-called “economic revolution” is a pledge to bring unemployment down from current 8.3% to below 5% by 2012, the end of his term.

Another reform would be a curb on the amount of power that is held by labor unions. “All attempt to pass things by force would backfire,” said Jean-Claude Mailly, secretary general of Force Ouvrière one of the five biggest unions in France.

Sarkozy also proposes allowing employees to work overtime, as well as reducing restrictions on hiring and firing staff. He is also expected to tighten immigration laws.

Sarkozy announced that “France is back in Europe,” saying that the European Union should pay more attention to the people it is supposed to protect. During Jacques Chirac’s term the European Constitution failed to pass. Sarkozy favors a shorter, less ambitious treaty for changes in the EU to be submitted to the French parliament for approval, and not voted on in a referendum.

“I enjoyed that he said the word ‘Europe,’ which in the campaign was a non-word,” Peter Radu?ski, a former advisor to Helmut Kohl, said. “I hope it will get us moving forward.”

The only issue of foreign policy that Royal and Sarkozy debated was the EU membership of Turkey. Sarkozy is opposed to admission of Turkey. This concerned Prime Minister Recep Tayyip Erdo?an, who told reporters: “Our heart-felt wish is that we won’t hear the kind of statements made by Mr. Sarkozy during his election campaign in our bilateral relations as well, both in contacts between France and Turkey and in the EU process.”

Nicolas Sarkozy also wants to thaw the oft frosty relations between France and the United States. “I want to call out to our American friends to tell them that they can count on our friendship,” he said shortly after being declared the winner.

“He will be a better partner for the United States,” said Peter Radunski. “It was important that he mentioned he wants a good relationship, which for a French president, is very significant.”

“He does not come to office with the baggage of a certain kind of anti-Americanism,” observed Charles Kupchan, a senior fellow at the Council on Foreign Relations.

“We know that there have been areas of disagreement but on the other hand there are certainly real opportunities to work together on a broad range of issues,” White House spokesperson Tony Snow said.

“I mean, it would be nice to have someone who is head of France who doesn’t almost have a knee-jerk reaction against the United States,” U.S. Senator Chuck Schumer told CNN.

In a recent television interview, Sarkozy said he is opposed to keeping French troops in Afghanistan indefinitely.

“I want to tell all those in the world who believe in the values of tolerance, liberty, democracy and humanism, that France will be at their side, that they can count on her,” Sarkozy said, hoping to base French foreign policy on a commitment to human rights.

A 29-year-old man in Riau was confirmed today to have died of the H5N1 strain of avian flu, making him the 80th person in Indonesia to die from the virus.

“Before showing bird flu symptoms, he slaughtered and cooked sick chickens,” Muhammad Nadirin of the Health Ministry’s Bird Flu Center was quoted as saying by Kyodo News.

Indonesia has the highest number of human deaths from H5N1, and the highest number of cases at 100.

An outbreak of H5N1, the avian flu virus, was reported today by a livestock official in Myanmar. He said about 1,000 chickens were slaughtered after the virus was found on June 3 in 28 chickens on a farm in Bago, about 50 miles (80 kilometres) north of Yangon.

It is the first outbreak of the bird flu in Myanmar, also known as Burma, since April.

Hamas has said that their forces have taken control of the main compound of Palestinian President Mahmoud Abbas located in Gaza City.

Abbas was not in the compound at the time.

Nearly every gardener has some type of gardening tools. In fact, it is nearly impossible to have a garden without the necessary garden tools. What kind of gardening equipment you use will obviously depend on the size and extent of your garden, what you are able to handle, if you want to spend a lot of time in your garden or get it done quickly, and finally, how much money you are willing to spend.

While many gardeners do not have expensive or high-tech gardening tools, all of them have some type of gardening equipment for cultivating. Tools for cultivating can include both hand held tools and power tools. What kind you buy depends on how serious of a gardener you are. Hand tools include your everyday items like shovels, spading forks, rakes, trowels, and diggers. These can all be used to get a garden ready for planting and are relatively easy and do not require much strength to use. Other tools include a wheel cultivator, pickax, and mattock.

While power tools are a little more expensive than hand tools, they really cut down on the hard labor. The most essential piece of gardening equipment is undoubtedly the tiller. The tiller will break up the ground and get it ready for planting, chop up any debris, and help mix in fertilizer and compost. If you do not want to spend the money on a tiller, you can hire someone or rent a tiller. Other power tools that are very popular include chippers and garden shredders.

If you have shrubs, hedges, or small trees in your yard, pruning tools are a vital piece of gardening equipment. Pruning shears are good for branches about in diameter, while lopping shears can handle branches from a half inch up to about 2 inches. Pole pruners are on a pole and can reach branches about 15 feet above ground. Hedge shears and pruning saws are both larger, more heavy-duty pruning tools for the serious gardener.

Since your plants must be watered in order to survive, and lets face it, it doesn’t rain whenever we want it to, gardening equipment for watering is a must have. The one thing you cannot get along without is a water hose, everything after that is optional. Many gardeners use sprinklers or drip irrigation hose. There are even timers you can purchase for sprinklers or drip hoses, if you are willing to drop the extra cash.

Gardening without gardening tools would be a nightmare. Sure there are some people who enjoy getting a little dirty while they plant their flowers, but even those types of people have the most basic of gardening tools, like a rake or a hoe. Gardening equipment is a part of gardening, as important as the dirt and the seeds.

US president Obama, Congress call for blocking of executive bonuses at AIG insurance company

United States President Barack Obama stated Monday that insurance giant AIG is in financial trouble due to “recklessness and greed,” and called for legal action to stop the company from giving out millions of dollars in bonuses to its executives.

“It’s hard to understand how derivative traders at AIG warranted any bonuses, much less $165 million in extra pay,” Obama said. “How do they justify this outrage to the taxpayers who are keeping the company afloat.”

Obama’s statement comes after reports surfaced last weekend saying the insurance agency, which is in deep financial trouble, had paid US$165 million to executives in bonuses, after receiving $170 billion as part of a government bailout plan.

AIG has said that the bonuses have to be given out, as the company is legally required by contract to do so. A representative with the National Economic Council, Lawrence H. Summers, also said that the bonuses were required to be given out. If AIG had refused to give out the bonuses, employees could file a lawsuit against the company for the money.

“We cannot attract and retain the best and the brightest talent to lead and staff the A.I.G. businesses — which are now being operated principally on behalf of American taxpayers — if employees believe their compensation is subject to continued and arbitrary adjustment by the U.S. Treasury,” AIG CEO Edward M. Liddy said in a letter addressed to Treasury Secretary Timothy F. Geithner on Saturday.

Liddy said that he asked Geithner “to use that leverage and pursue every legal avenue to block these bonuses and make the American taxpayers whole.”

“I want everybody to be clear that Secretary Geithner’s been on the case,” Obama said. “He’s working to resolve this matter with the new CEO, Edward Liddy, who, by the way, everybody needs to understand, came on board after the contracts that led to these bonuses were agreed to last year.”

If the bonuses cannot be stopped, the U.S. Congress says they want AIG to reimburse the government. Congress is looking to impose stiff new taxes on the pay, or ordering the company to return the money which was originally granted from a government bailout. In a letter to House Speaker Nancy Pelosi on Tuesday, senator Richard Shelby promised that the treasury will recover all of the money. Several U.S. senators along with Liddy have sent letters to AIG asking for the bonuses to be renegotiated, something AIG agreed to and says they will reduce future bonuses by 30%. Senators state that if Libby does not respond by renegotiating the bonuses, the Senate Finance Committee will propose an excise tax. Not only will an excise tax be proposed on AIG, but all companies receiving bailout money and their employees who receive bonuses.

Numerous House Democrats have introduced legislation which would place a 100% tax on any bonuses of over $100,000 from companies that are receiving government bailout funds. Meanwhile in the Senate, a bipartisan proposal by Max Baucus (D-Montana) and Charles Grassley (R-Iowa) would levy a special 90% excise tax on AIG’s bonuses. Asked Senator Baucus, who chairs the Senate Finance Committee: “What is the highest excise tax we can impose that will stand up in court? Let’s find out.”

Large study provides new insights in autism’s genetic code

In the largest study of its kind, a genetic analysis of 1,168 families with multiple cases of autism has identified genetic links to autism. A previously overlooked stretch of DNA on chromosome 11 implicates a gene called neurexin 1 and increases the evidence for the involvement of neurexins and genes related to glutamate transmission in the brain.

Genetic studies of autism have previously been undertaken; however the new study involves the collaboration of more than 120 scientists from more than 50 institutions representing 19 countries who pooled their data as part of the Autism Genome Project. The findings were published in the Feb. 18 issue of Nature Genetics.

Bob Wright, co-founder of Autism Speaks, a non-profit organization dedicated to increasing awareness of autism, said: “The identification of susceptibility genes will provide profound new insight into the basis of autism offering a route to breakthroughs in new treatments in support of families.” Autism Speaks funded this project in conjunction with the U.S. National Institutes of Health.

Joachim Hallmayer, MD, associate professor of psychiatry at Stanford and chair of the collaboration’s executive committee, explains what is next: “While promising, these results need to be followed up with more refined genetic maps to home in on other specific candidate genes. We also need to look more closely at chromosomal anomalies in large samples of children with autism.” In the paper, researchers caution that the genetic foundation of autism probably involves multiple genes and chromosomal abnormalities.

Autism affects about one in every 150 children, and the CDC has called it an “urgent health concern”. Autism is a developmental disorder which impairs social interaction, communication and features restricted and repetitive interests and activities. Twin studies and other research clearly suggest a genetic basis for the condition. Currently there is no cure for autism, but both behavioral or sensory interventions and drugs can influence the symptoms.

Sports footwear companies progress towards eliminating sweatshops

Sunday, February 6, 2005A United Nations report has shown that sports footwear companies are making progress towards ending the use of sweatshops and are implementing more worker-friendly codes of practice than clothing companies and retailers.

The study, published by the International Labour Organisation, suggests that consumer pressure is behind the changes. As a result of consumer’s concerns, footwear companies have been diverting financial and human resources towards developing and implementing better codes of conduct for suppliers. Large teams have been established within companies to work toward the goal of better conditions for factory workers.

The study, based upon interviews with hundreds of managers, activists, government officials, factory workers and worker representatives and visits to companies all over the world, goes on to suggest that workers should be given more powers to oversee conditions in their places of work.

Clothing companies have been failing to make such good progress due the large number of constantly-changing suppliers they use, with the ILO study describing progress as “spotty.” A major retailer may have a supply base of over 5,000 different companies, making it more difficult to establish stronger, more effective links with supply companies. They have also assigned less manpower to the task of compliance with codes of practice.

In some areas of the retail industry, there has been almost no compliance with codes of practice.

On October 14, 2008, Canadians will be heading to the polls for the federal election. New Democratic Party candidate Don Davies is standing for election in the riding of Vancouver Kingsway.

A lawyer, he has spent the last 25 years fighting for human rights. A two-time student government representative, Davies was involved in the anti-apartheid, third world and peace movements. Admitted to the Alberta Bar in 1989, Davies and family moved to Vancouver in 1991, where he became the Director of Legal Resources for Teamsters Canada (Local 31), the next year. He is a long-time volunteer for children’s charity Variety, is Chair of the Parent Advisory Council at Mount Pleasant school, and a Director of the Meridian Cultural Society, among other things.

Wikinews contacted Don Davies, to talk about the issues facing Canadians, and what they and their party would do to address them. Wikinews is in the process of contacting every candidate, in every riding across the country, no matter their political stripe. The riding is vacant, after Conservative Minister of International Trade David Emerson’s resignation. Emerson was elected in 2004 as a Liberal, serving as the Minister of Industry. Two weeks after re-election in 2006, he crossed the floor to join then-new Prime Minister Stephen Harper, who had won a minority government. Emerson was the first MP in Canadian history to cross the floor before a new government was sworn in. He has stepped down, after pressure from other parties.

Besides Davies, major party candidates include Liberal Wendy Yuan, Conservative Salomon Rayek, and Green Doug Warkentin. Also putting their hat in the ring are Matt Kadioglu (Libertarian), Kimball Cariou (Communist), and Donna Peterson (Marxist-Leninist).

If answered correctly, the party guests are allowed to move on to the next location by opening the next location inside the envelope. The host of the party can put the question on the envelope. The last question answered correctly reveal Meygan’s location and the party guests earn special party favors for solving the questions as a team.

This past Sunday, Illinois Governor Pat Quinn signed into law a bill known as “Rocky’s Law” that requires Illinois high schools, through the local school district, to buy catastrophic injury insurance up to US$3 million or medical costs for up to five years, whichever one comes first, that covers student athletes. The insurance must cover student athletes while they are competing.

The legislation was named after Rasul “Rocky” Clark. In 2000, the Eisenhower High School football player became paralyzed from the waist down as a result of a tackle during a game. His school based health insurance covered the costs of his medical treatment. A legislator sponsoring the bill noted that the need for this type of insurance is rare. Clark’s mother attended the legislation signing. Her son died last year.

Before parents can claim money from school insurance, they first must pay out US$50,000. Schools have until January 1, 2014 to comply with the law. Schools cannot charge students more than US$5 to defray the cost of insurance. If a school district already requires student to be covered through private health insurance, they are exempted from this law.
