New Orleans, Louisiana —After Category 4 storm Hurricane Katrina slammed into New Orleans, on the night before August 29, 2005, several flood control constructions failed. Much of the city flooded through the openings. One of these was the flood wall forming one side of the 17th Street Canal, near Lake Pontchartrain. The U.S. Army Corps of Engineers (USACE) is the primary agency for engineering support during such emergencies. A USACE team was assessing the situation in New Orleans on the 29th, water flow was stopped September 2nd, and the breach was closed on September 5th.

Nine people are dead and eighteen injured after a shootout among alleged rival biker gangs broke out inside a sports bar in Texas yesterday.

The violence erupted at Twin Peaks Sports Bar and Grill inside a shopping mall in Waco. The fight which included up to five biker gangs quickly escalated, resulting in a gunfire battle across two car parks. Waco Sergeant Patrick Swanton said an argument about a parking spot may have sparked the fight.

Restaurant customers said they waited out the fight with staff locked in a freezer room. Swanton said all but one of the deaths occurred at the scene, with the ninth in hospital.

Swanton said, “This is probably one of the most gruesome crime scenes I’ve ever seen in my 34 years of law enforcement”, and, “I was amazed that we didn’t have innocent civilians killed or injured.”

Police officers were present and quick to intervene when the shooting broke out as they knew beforehand of a planned meeting.

An international credit ratings agency has downgraded the creditworthiness of British bank Barclays LSE: BARC

The bank’s shares fell on the news that Moody’s had cut long-term debt ratings from “Aa1” to “Aa3” on the back of fears of nationalization, significant losses and write downs of more bad loans as the recession bites. The bank’s financial strength was also downgraded from “C” to “B”. Last week, another agency, Fitch, downgraded the bank one step to “AA-minus”.

Barclays is one of the few major “High Street” banks in the UK not to have taken any government capital support. The support is given in return for shares, giving the government significant – sometimes even controlling – stakes in other banks, such as Lloyds Banking Group and the Royal Bank of Scotland Group.

Moody’s said that the downgrades “reflect [our] expectation of potentially significant further losses at Barclays as a result of write-downs on credit market exposures as well as an increase in impairments in the UK, which could weaken profitability and capital ratios… [we consider] the systemic importance of the bank and the likelihood of receiving government support in case of need to be high.”

The bank has forecast a pre-tax profit of £5.3 billion for 2008. It has £36 billion in committed capital equity and expects gross write downs of £8 billion. The bank has recently been referred to the UK’s Serious Fraud Office over allegations of breaching South Africa’s foreign exchange controls, something the bank denies.

Financial analysts say Google is planning an e-wallet service that could eventually compete with eBay’s payment service PayPal. Google has not confirmed the development.

The rumor is a first sign of Google’s expected expansion of revenue sources to capitalize on its advertising customer base and search-engine traffic. What form that expansion will take has been a hotly debated subject for the company whose stock valuation momentarily made it the world’s biggest media company on June 7, 2005. Even Microsoft has been mentioned as a possible future competitor.

Ebay’s stock valuation dipped more than 2% on the news. Paypal currently accounts for one-fifth of the company’s revenues. But one business analyst saw potential benefit for Paypal[1], depending on exactly how the “Google Wallet” takes shape. The uncertainty underlined the lack of substantive information behind the rumor.

According to the New York Times, the CEO of a major online merchant, who spoke on the condition of anonymity, was approached by Google to take part in this service. Steve Langdon, a Google spokesperson, declined to comment.

In February 2017, the Iranian Chess Federation announced two teenage chess players, Dorsa Derakhshani and her younger brother Borna Derakhshani, were banned from representing the national team. The federation announced their decision although Dorsa Derakhshani had previously decided and informed the chess federation she did not wish to play for Iran.

Dorsa Derakhshani is currently 21 years old and holds the International Master (IM) as well as Woman Grand Master (WGM) titles. Her brother, Borna, plays for the English Federation and holds the FIDE Master title.

Dorsa Derakhshani was banned since she did not wear a hijab, an Islamic headscarf, while competing at the Tradewise Gibraltar Chess Festival in January 2017. Under the laws of Islamic Republic of Iran, hijab is a mandatory dress code. Her brother Borna Deraskhsani was banned for playing against Israeli Grand Master (GM) Alexander Huzman at the same tournament. Iran does not recognise the existence of Israel, and previously, Irani athletes have avoided playing against Israeli athletes.

The Labour government of United Kingdom Prime Minister Gordon Brown received multiple blows this week after a spate of resignations from the cabinet and losses in local and council elections.

As of this morning, six ministers — Home Secretary Jacqui Smith, Communities and Local Government Minister Hazel Blears, Work and Pensions Minister James Purnell, Transport Minister Geoff Hoon, Employment Minister Tony McNulty and Defence Minister John Hutton — had all handed in notices of resignation from the cabinet as fallout from the Members’ expenses scandal spread.

Mr Purnell’s resignation included an admonition for Gordon Brown to step down as Prime Minister and allow the Labour Party to choose a new leader. In his letter of resignation, Purnell told the Prime Minister “I owe it to our party to say what I believe no matter how hard that may be. I now believe your continued leadership makes a Conservative victory more, not less likely.”

However, when John Hutton, a known critic of Brown who once predicted that Brown would be a ‘Fucking disaster’[1], resigned he gave his full backing to the Prime Minister. “I firmly believe that Gordon Brown is the right man to lead our party and our country”.

Incoming results from Thursday’s local elections also show heavy losses for Labour, with the party in control of none of the councils which have yet declared results. The last Labour-run County councils — Lancashire, Staffordshire, Derbyshire and Nottinghamshire — were all lost. In Staffordshire there was a wipeout of Labour, going from 32 council seats to just three. Another telling figure was the result from St Ives in Cambridgeshire: Labour’s candidates placed last, behind the Official Monster Raving Loony Party‘s “Lord Toby Jug”.

While the results from the 2009 European Elections, which the United Kingdom also voted in on Thursday, will not be counted until Sunday, polling before the election indicated Labour’s share of the vote could be only the fourth largest, after the Conservatives, Liberal Democrats and UKIP.

Labour’s troubles have prompted the Prime Minister to re-shuffle his cabinet, with Health Minister Alan Johnson becoming the new Home Secretary. His role of Health Secretary was taken by Andy Burnham. Tony Blair’s former spin doctor Peter Mandelson taking an expanded portfolio along with Gordon Brown’s own former title of First Minister.

Staying in their positions are Jim Murphy, the Scottish Secretary, Jack Straw, the Justice Secretary and Ed Balls, the Children, Schools and Families Secretary. Peter Hain, who resigned from the government last year returns as Welsh Secretary. Ben Bradshaw becomes the new Culture Secretary. Lord Adonis has become the new Transport Secretary, meaning that there are now two Lords in charge in major spending Government departments, and three Peers in the Cabinet. This has caused some controversy for Brown.

Drawing from the business world, Sir Alan Sugar, the hard-nosed tycoon who hosts the UK’s version of The Apprentice, has been appointed as ‘enterprise Tsar’.

There are now just three full members of the Cabinet who are women: Yvette Cooper, Baroness Royall and Harriet Harman.

Despite the setbacks, Brown said at a press conference this evening that he would “fight on” and rejected calls to step aside, saying “I have faith in doing my duty… I believe in never walking away in difficult times.”

However, even after such a dramatic day the bad news kept on coming for Brown. Caroline Flint, hitherto the Europe Minister resigned from government, attacking Brown’s use of female politicians as “female window dressing”. She accused Brown of running a “two-tier” government with an “inner” cabinet circle. Later Geraldine Smith, the Labour MP for Morecambe and Lunesdale criticized Flint saying “She should have counted to ten before she wrote that letter”.

An Amtrak passenger train de-railed after hitting a pickup truck in Plant City, Florida, in the United States. The driver of the pickup truck was killed on impact. The crash occurred at a marked railroad crossing inside of an industrial area, according to an Amtrak spokesperson.

None of the 133 passengers were seriously hurt, however, the train’s engineer and five passengers were taken to a local hospital after suffering minor injuries. The remaining passengers were taken to a local bowling alley. Although the train’s two locomotives and nine cars de-railed, they remained upright.

Witnesses report the train sounded its horns at the appropriate times. It was reported the pickup truck simply drove in front of the train.

The crash is the second to occur this week with a train; on Monday, a driver in a Pontiac Grand Am deliberately ignored the lights and crossing arms at another railroad crossing in the area, and drove around them, into the path of a different Amtrak train on the same route. The impact caused the car to go airborne. All four people in the car were killed; no one on the train was injured.
